Overview

Creative anticipates a regional USAID-funded citizen security project. This project will support policy development, network building, and resource mobilization to address emerging challenges in the LAC region. Creative seeks a Deputy Chief of Party (DCOP) to support an anticipated USAID-funded regional governance initiative. The DCOP will oversee operational design and implementation of technical activities while providing critical operational support for programmatic areas. Working closely with the Chief of Party (COP), other senior team members, partners, and stakeholders, the DCOP will ensure efficient operations contributing to program success. 

Responsibilities

  • Operational Leadership: Oversee all program operations, including administration, security, human resources, procurement and logistics, IT, and grants management. 
  • Team Management: Coordinate day-to-day management of operational staff across all project offices, ensuring effective support for program implementation. 
  • Program Oversight: Provide operational and managerial support to the COP, ensuring smooth coordination and integration of project activities. 
  • Compliance and Reporting: Ensure the timely preparation of high-quality reports and deliverables, including annual workplans, quarterly and annual reports, and financial projections, in alignment with USAID guidelines. 
  • Knowledge Management: Facilitate effective knowledge sharing, communications, and information flow among program staff, partners, and stakeholders. 
  • Client and Stakeholder Engagement: Represent the project in local, national, and international meetings and events in the absence of the COP. 
  • Consultant and Partner Management: Assist in identifying, recruiting, and managing consultants and subcontractors/sub-awardees, ensuring alignment with project goals and compliance standards. 
  • Capacity Strengthening: Support program component staff in designing, delivering, and evaluating capacity-strengthening training for local partners and stakeholders. 
  • Integration of Gender Equality and Social Inclusion (GESI): Ensure GESI principles are embedded in program activities and operations. 
  • Travel: This position may have some travel in Central America and the Caribbean 

Qualifications

  • Advanced degree in business administration, project management, development studies, or a related field; or a bachelor’s degree with an additional five years of relevant development experience. 
  • Minimum 7 years of experience managing operations for donor-funded programs, with at least 3 years supporting USAID-funded initiatives. 
  • Minimum 5 years of experience managing diverse teams, including supervision and staff development. 
  • Exceptional knowledge of USAID and U.S. Government rules and regulations, with expertise in financial management, procurement processes, and grants-under-contract systems. 
  • Proven capacity to support activities that respond to complex political and operational environments. 
  • Strong organizational skills and the ability to multi-task under pressure while maintaining attention to detail. 
  • Demonstrated experience collaborating with host country governments, local government stakeholders, and civil society organizations. 
  • Experience supporting   multi-country programs in El Salvador or the Latin America and Caribbean (LAC) region strongly preferred. 
  • Commitment to fostering local ownership and sustainability in program outcomes. 
  • Commitment to advancing equity, inclusion, and the empowerment of marginalized groups. 
  • Fluency in English and Spanish, both written and spoken.
