Overview

Creative anticipates a regional USAID-funded citizen security project. This project will support policy development, network building, and resource mobilization to address emerging challenges in the LAC region. Creative seeks a Chief of Party (COP) to lead this USAID-funded activity. The COP will provide overall technical and administrative leadership, serve as the primary liaison with USAID on management and technical matters and be responsible for the overall success of the activity. 

Responsibilities

  • Strategic Leadership: Provide overall management and vision for the project, ensuring alignment with USAID objectives and project goals. 
  • Client Relationship Management: Serve as the primary liaison with USAID, ensuring compliance with contractual deliverables and maintaining a strong client relationship. 
  • Stakeholder Engagement: Build and maintain effective partnerships with government counterparts, regional bodies, civil society organizations, and private sector entities. 
  • Budget and Financial Oversight: Ensure all project deliverables are completed on time and within budget, with sound financial management practices. 
  • Activity Integration: Oversee integration of project activities through comprehensive work plans, efficient project teams, and a robust monitoring and evaluation system. 
  • Team Supervision: Manage and mentor key technical and operational staff to achieve high performance and effective project delivery. 
  • Reporting: Ensure timely submission of high-quality reports, including quarterly and annual reports, work plans, and technical and financial documentation. 
  • Workplace Inclusion: Foster an inclusive and collaborative workplace culture to enhance team morale and staff retention. 
  • Technical Guidance: Provide oversight to ensure all project activities are technically sound and aligned with best practices. 
  • Risk Management: Identify and proactively mitigate risks to ensure smooth project implementation. 
  • Capacity Building: Integrate Gender Equality and Social Inclusion (GESI) principles and promote local capacity strengthening across project activities. 
  • Travel: This position will involve some travel in Central America and the Caribbean.

Qualifications

  • Advanced degree in political science, public administration, international development, or a related field. 
  • Minimum 10 years of experience in designing and implementing governance or citizen security programs of similar scope and scale. 
  • At least five years of progressively increasing management experience (COP, DCOP, or equivalent) on donor-funded projects in the governance or citizen security sector; USAID experience strongly preferred. 
  • Proven experience managing regional programs in challenging settings. 
  • Demonstrated experience in supporting policy-driven programming. 
  • Demonstrated experience supporting projects to successfully facilitate learning processes  
  •  Strong understanding of USAID policies and strategies, including Localization Strategy, Gender Equality and Female Empowerment Policy, Private Sector Engagement Policy, and Collaborating, Learning, and Adapting Framework. 
  • Strong commitment to promoting equity and inclusion, particularly for women, youth, and other marginalized groups. 
  • Proven ability to cultivate productive relationships with government officials, CSOs, regional bodies, and private sector actors. 
  • Strong leadership skills with experience managing multi-disciplinary and multi-cultural teams. 
  • In-depth understanding of regional citizen security and governance challenges in Central America and the Caribbean. 
  • Demonstrated experience improving development outcomes through local systems. 
  • Commitment to advancing local ownership and sustainability of project outcomes. 
  • Fluency in English and Spanish, both written and spoken.
