PROGRAM DESCRIPTION 

The USAID-funded El Salvador Local Governance Solutions Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges 

 

POSITION SUMMARY 

The Knowledge Management (KM) Officer will work closely with the program team, program partners national donors, and USAID to generate, synthesize, curate, share and organize generated learning through targeted knowledge management processes and products. Aligned with program implementation and Monitoring and Evaluation and Learning (MEL) planning cycles, KM activities and products will enable a continuous learning across program stakeholder communities.  The KM Officer will develop strategies to capture, share, and apply knowledge and learning generated by the project, and support design and organization of national events and conferences. In support of activity implementation, action-based research, and program learning, the KM Officer will regularly document learning in a manner that best supports the learning’s application for program stakeholders.   

 

REPORTING & SUPERVISION 

The Knowledge Management Officer will report to the LGS Objective 3/Partnerships & Learning Manager.   

Responsibilities

PRIMARY RESPONSIBILITIES 

 

Primary responsibilities include but are not limited to the following: 

  • Develop and manage knowledge management sharing tools and products including presentations, project/policy briefs and other written documents.   
  • Prepare weekly, monthly, trimestral, and yearly reports as requested by the COP.  
  • Work closely with the Technical Directors to establish appropriate platforms and tools for ongoing dialogue with in-country staff to explore project activities, assumptions, successes, and challenges to how the activities compose an articulated and well-thought-out change strategy.   
  • Identify and promote integration of important Knowledge Management (KM) concepts and work processes such as knowledge management principles, organizational applications, reporting, management monitoring, and data analysis, which will drive and support the institutionalization of knowledge management throughout the program.   
  • Assist in defining and refining a set of impact and process indicators that will be integrated into these M&E systems to support KM goals and learning objectives.   
  • Develop strategies and oversee the roll-out of emerging program learning through knowledge sharing, consensus building, and adaptation of internal processes/procedures. 
  • Analyze qualitative and quantitative data to assess programmatic performance and make recommendations based on learning for improved outcomes. 
  • Assist in capacity building efforts on CLA, knowledge management and learning; support the integration of organizational learning and knowledge management with a focus on the important roles and responsibilities of technical practices, projects.    
  • Other administrative task as assigned by supervisor. 

Qualifications

REQUIRED SKILLS & QUALIFICATIONS:  

 

  • University degree required, and Master’s degree desired.  
  • Must have at least 4+ years of general work experience and 2+ years of specific experience related to the required position. Relevant experience includes experience in monitoring, evaluation, and learning; social science research; political analysis; or a related field.  
  • Fluency in Spanish is required; proficiency in spoken and written English is highly desired.  
  • Demonstrated experience with quantitative and/or qualitative research methods.  
  • Demonstrated experience with interviews, surveys, and focus groups highly desired.  
  • Strong analytical and critical thinking.   
  • Good communication skills and writing abilities.   
  • Previous experience developing and delivering presentations to key stakeholders, including high-level host and US Government officials, donor representatives, etc.   
  • Experience working in a diverse and fast-paced environment.   
  • Able to work independently, flexibly, and responsively. 
  • Experience working with donor-funded projects.   
  • Must have existing El Salvadoran work authorization.
