PROGRAM DESCRIPTION 

The USAID-funded El Salvador Local Governance Solutions Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges 

 

POSITION SUMMARY 

The SBCC Specialist will work to develop a coherent and effective SBCC strategy and monitor results of its implementation through municipal, civil society, and community sub-grantees. S/he/they will provide expertise (guidance and technical support, training, coaching and management) support to the program team on social and behaviour change communication (SBCC) interventions with particular focus on  community and citizen engagement to effectively promote desired individual behaviors to advance program objectives to improve municipal effectiveness, inclusiveness and responsiveness with transparency and accountability as core elements.  The SBCC specialist will assist with SBC assessments and formative research, perception surveys, coaching and capacity-strengthening for stakeholders, analysis of assessment results, implementation of the program social behavior change communication strategy, adherence to the branding and marking plan, and with the writing of quarterly and annual reports. 

 

Social behavior change is a new field of expertise. REPORTING & SUPERVISION 

The SBCC Specialist will report to the Objective 2/Community Engagement Manager, and work closely with STTA from the LGS SBC service provider.  

Responsibilities

PRIMARY RESPONSIBILITIES 

 

Primary responsibilities include but are not limited to the following: 

  • Support the design and implementation of SBCC strategies, identify and learn innovative approaches including results measurements, to show achievement of program targets. 
  • Lead, quality assure and contribute to development, roll-out, monitoring and evaluation of SBCC strategies and plans; including advocacy for resource mobilization, program communication, community dialogues, gender,equity and social inclusion. 
  • Provide technical support, training and leadership in the development of  SBCC strategies and support the development of tools and materials such as SBCC tools, training modules, messaging and communications strategies, and work guidance documents. 
  • Advise the program team in adapting strategies, development, implementation, monitoring and evaluation of SBCC interventions and of other program strategies based on learnings from implementation. 
  • Facilitate the uptake of effective SBCC practices among the program team at national level and in program municipalities.  
  • Advise and provide technical guidance and assistance on innovative SBCC approaches which can expand use of existing and /or proven interventions. Use experiential learning during the program to improve the effectiveness of SBCC approaches. 
  • Identify SBCC capability gaps amongst key partners and initiate relevant and targeted capacity building activities. 
  • Build the program capacity in social mobilization and behavior change communications. S/he/they will work with partners to also initiate and carry out relevant capacity strengthening of our key stakeholders, national partners, media and others related to SBCC. 
  • Continously learn about SBC and SBCC approaches. 

Qualifications

REQUIRED SKILLS & QUALIFICATIONS:    

 

  • University degree is required, Master’s degree in in Communication, Marketing, Social Sciences, Public Health or related field is highly desired. 
  • A minimum of 5 years’ experience in directly relevant experience in governance and community engagement. 
  • Demonstrated ability to support development and implementation of impactful SBCC approaches, such as narrative development, campaigns, developing and testing of materials, conducting community engagement and activation activities. 
  • Demonstrable experience in the use of new and emerging information and communication technologies to reach audiences effectively and at scale. 
  • Solid skills in data analysis, synthesis, reporting and presentation. 
  • Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders. 
  • Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks. 
  • Fluency in Spanish is required; working proficiency of English is highly desired. 
  • Willingness and ability to travel throughout El Salvador when necessary 
  • Must have authorization to work in El Salvador.
