PROGRAM DESCRIPTION 

The USAID-funded El Salvador Local Governance Solutions Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges 

 

POSITION SUMMARY 

 

The Finance Officer will assist the Finance Manager in developing and managing the project’s financial systems. S/he will work under the supervision of the Finance Manager and will report to her/him on all matters related to financial management, financial reporting, and subcontracting. S/he will also assist the Finance Manager in ensuring sufficient funds are available for effective and efficient implementation of project activities. S/he will be responsible for ensuring proper tax withholdings, payments and monthly reporting to local government entities are done in a timely manner.  

 

REPORTING & SUPERVISION 

 

This position reports to the Finance Manager in San Salvador 

Responsibilities

PRIMARY RESPONSIBILITIES 

 

Primary responsibilities include but are not limited to the following: 

 

  • Responsible for daily accounting and financial management functions are performed in compliance with Creative and USAID’s policies and procedures. 
  • Responsible for the verification of procurement and grants documentation to ensure that those are compliant with Creative and USAID’s financial management guidelines. 
  • Ensure that all accounting transactions are updated, reconciled, and fully supported with appropriate supporting documentation. 
  • Review and process advances, lease payments, per-diems liquidations and other operational reimbursements.  
  • Assist in month-end accounting and financial processes to comply with corporate deadlines.    
  • Make sure all accounting and financial support documentation is completed and accurate in the Project’s SharePoint Site. 
  • Ensure proper tax withholding, payments and timely reporting to different local government institutions is done in a timely manner. 
  • Track and reconcile advances issued to staff and other stakeholders and report any pending issues to the Finance Manager. 
  • Assist the Finance Manager in forecasting and request cash transfers from HQ to ensure an adequate supply of funds in the country. 
  • Implement spot checks on the project’s petty cash funds.  
  • Help the Finance Manager with several local compliance activities such as yearly transfer price study, external audit and others.  
  • Undertake other duties assigned by the Finance Manager. 

Qualifications

MINIMUM QUALIFICATIONS:  

  • Bachelor’s degree in relevant field (finance, accounting, business, etc.) 
  • 5 years of general work experience with at least 3 years of specific experience on USAID funded projects.  
  • Proficiency in using Microsoft Office: Excel, Word and PowerPoint is required. 
  • Strong analytical skills and oriented to details. 
  • Ability to establish and maintain effective and sustainable relationships with different internal and external stakeholders. 
  • Must have existing work authorization for El Salvador.
