Position Location: Guatemala

Project Summary: The USAID-funded Guatemala Governance for Local Development Activity will aim to achieve the promotion of sustainable local development; provision of decentralized and deconcentrated public services and public investments at a local level. 

  

Position Summary:  Creative Associates seeks a Chief of Party (COP) to lead the anticipated USAID-funded Guatemala Governance for Local Development Activity. S/he will be responsible for day-to-day oversight and management of all operations staff in collaboration with technical backstops at the headquarters level and ensuring donor reporting and management and implementation of project operations under guidance from the Chief of Party (COP). The DCOP will have demonstrated the ability to work in complex environments and manage diverse teams to deliver impact. The DCOP must possess the intellectual, communications, leadership, and managerial skills necessary to develop, articulate and assist implementation of the program.

 

Reporting & Supervision: The DCOP will report to the Chief of Party (COP). S/he will manage operations staff on the project

Responsibilities

Primary Responsibilities:  

  • Supporting the overall leadership and technical oversight for the activity and deliverables in collaboration with the COP. 
  • Lead the implementation of the technical approach. 
  • Provide overall management and oversight of Activity operations to ensure efficiency, effectiveness, compliance and high-quality delivery of technical assistance services and deliverables. 
  • Directly oversee the two technical components of the Activity. 
  • Responsible for managing short- and long-term technical assistance (STTA). 
  • Represent the Activity before a range of audiences and in a variety of platforms, at the national, department, and municipal levels.  
  • Collaborate with a range of partners, including but not limited to USAID, international donors, implementing partners, and inter-agency initiatives. 
  • Perform other duties as required or assigned by the Chief of Party (COP). 

Qualifications

Required Skills & Qualifications:  

  • Masters’ degree from an accredited college or university in relevant fields; or bachelor’s degree in similar fields with at least 8 years of relevant work experience in lieu of the master’s degree. 
  • Professional experience managing and leading technical and administrative teams for complex development projects. 
  • Strong understanding of conflict sensitivities and ability to form effective and productive relationships with stakeholder counterparts, to achieve program objectives. 
  • Problem-solving and innovation skills to address several technical development challenges that arise during project implementation. 
  • Ability to work effectively in a complex and changing environment, in close partnership with a wide range of community based, national, regional, international, professional and guild organizations related to rural development. 
  • Previous experience working in conflict-affected zones and knowledge of the current Colombian context. 
  • Fluent spoken, written and reading abilities in Spanish and English.
