Position Summary:  

Creative Associates International (Creative) is seeking a Countering Violent Extremism (CVE) Knowledge Management and MEL Expert for the anticipated USAID-funded Northern Economic Livelihoods for Youth (NELY) Activity in Benin. NELY will improve economic livelihoods for youth and women in violent extremist moderate and high-risk areas in the north. The CVE Knowledge Management and MEL Expert will lead Knowledge Management and Monitoring, Evaluation, and Learning (MEL) activities and provide expert guidance to the COP and project management staff to inform decision-making processes and complexity-aware adaptive management.  

 

Responsibilities

  • Design and lead knowledge management and MEL activities.  
  • Collaborate closely with Creative’s LRI program to share MEL data and information that facilitates synergies between the two programs.  
  • Manages data collection, analysis and reporting on performance indicators by project team members and project counterparts.  
  • Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress. 
  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up. 
  • Participates in data analysis for quarterly and annual reports and drafting data analysis sections. Prepares presentations of data for specific audiences as needed.   
  • Develops, organizes, and conducts research as needed on identified topics in support of program objectives. 
  • Supervise, mentor, and manage team diverse program team to deliver impact within agreed timelines.   

Qualifications

  • A bachelor's degree in a relevant technical field such as M&E, international development, etc. 
  • Minimum 7 years’ experience implementing knowledge management frameworks within development assistance programs/projects. 
  • Experience providing MEL support on CVE programming. 
  • Ability to convey complex information effectively to diverse audiences. 
  • Strong written and verbal communication skills in English and French required. 
  • Preference for local or regional hire.
