Overview

Creative is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded program aimed at enhancing the Libya’s High National Election Commission’s (HNEC) capacity to organize and hold elections. The program will also support the increase in demand for credible elections from the Libyan public by enhancing the capacity of local civil society organizations to advocate, observe, and support democratic processes. The Deputy Chief of Party (DCOP) will be based in Tripoli, Libya or in Tunis, Tunisia and will support overall management responsibility for the program.  

 

The Deputy Chief of Party will work closely with the COP in overseeing program operations and will have strong written and oral communication skills as well as operational, implementation experience. The incumbent will assume technical direction and oversight of the civic participation grants component of the program. S/he will be expected to interact regularly with project and Mission staff, as well as with government and civil society partners and all other stakeholders to the program.

Responsibilities

Under the supervision of the Chief of Party (COP), the Deputy Chief of Party is responsible for: 

  • Programmatic aspects of the program. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting; 
  • Leading on Sub-Objective 2: Empower Citizens and Civil Society in the Democratic Process 
  • Ensuring appropriate implementation of program strategy; 
  • Ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing; 
  • Working with the COP and local staff to improve implementation processes throughout the program; 
  • Serving as the COP’s primary point of contact for current information about the status of activity design and implementation; 
  • Identifying program opportunities and potential local partners; 
  • Acting as the Chief of Party when s/he is absent from the program; and 
  • Performing additional tasks as assigned. 

Qualifications

Desired Skills & Qualifications: 

  • A Master’s degree in social sciences, community development, communications, business, international development, and/or other related fields.
  • At least eight (8) years of experience working in the engagement of civil society and elections and political processes.
  • Demonstrated experience developing systems to identify potential partners, evaluation of capacity of partners, and managing grants (in-kind and cash) with local partners, training
    development and other technical areas related to the objectives of this activity.
  • References for the last five years of work experience are required and will be verified. 
  • The DCOP must also demonstrate professional capacity in written English and experience presenting to a variety of audiences (national and international).
  • Professional proficiency in Arabic is required.
  • Knowledge of the Middle East Region and North Africa is a plus.
  • Libyan national strongly preferred
