Overview

Creative Associates seeks a Chief of Party (COP) for an anticipated USAID-funded program aimed at enhancing the Libya’s High National Election Commission’s (HNEC) capacity to organize and hold elections. The program will also support the increase in demand for credible elections from the Libyan public by enhancing the capacity of local civil society organizations to advocate, observe, and support democratic processes. The Chief of Party (COP) will be based in Tripoli, Libya or in Tunis, Tunisia and will bear overall management responsibility for the program 

 

The Chief of Party will report directly to the Program Director at Creative Headquarters, will supervise various program staff, and will be responsible for oversight of program sub-contractors within the program, both international and local. 

Responsibilities

The Chief of Party will be responsible for overall program management and will be expected to interact regularly with program staff, USAID Mission staff, civil society organizations,
government officials particularly at the HNEC, other donors, and all program stakeholders.

 

Other responsibilities include: 

  • Serve as principal liaison with donor representatives, Libya government counterparts and community stakeholders on program communications and technical implementation activities; 
  • Provide technical direction and leadership and oversight of all administrative matters; 
  • Provide technical support to the team in all program areas; 
  • Develop and implement work plans for program activities; 
  • Oversee implementation of program monitoring and evaluation activities and ensure that program results are met; 
  • Supervise development and submission of program deliverables and provide timely and accurate reporting and briefings to Donor/Stakeholders on all program areas; 
  • Ensure compliance with all terms of the program contract and all relevant donor rules and regulations;   
  • Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues; and 
  • Manage the program team in a manner that is open and respectful and encourages professional development and solicits constructive staff input. 

Qualifications

  • Master’s degree in social sciences, community development, communications, business,
    international development, and/or other related fields.
  • Ten (10) years work experience implementing elections and political process activities,including those touching on civil society strengthening to advance democratic culture,
    including engagement with legal frameworks imposed on civil society, grants to local organizations, citizen engagement, and CSO financial and organizational sustainability.
  • Five (5) years experience in managing staff with proven skills in managing diverse teams across a wide implementation area.
  • Strong coordination and communication skills to include a variety of stakeholders (national, international, government, non-government, international organization, donor)
  • References for the last five years of work experience are required and will be verified.
  • Willingness to reside in Tripoli, Libya
  • Knowledge of the Middle East and North Africa Region is a plus.
  • Fluent written and spoken English. Knowledge of Arabic is required.

  • Strong preference for a Libyan national 
  • Experience working on electoral development assistanc:
  • Experience working with citizen engagement in political processes, especially as they relate to youth, women, and other marginalized groups; 
  • Experience developing and rolling out civic education curriculum and producing other civic/voter education materials;
