Overview

Creative seeks a Deputy Chief of Party (DCOP) for the anticipated USAID/Ukraine Partner Security Liaison Office opportunity. The activity will provide security assistance to USAID/Ukraine Mission, advising on the implementation of USAID-funded projects in Ukraine, including (1) facilitating communication between USAID and Implementing Partners (IPs) to ensure the effective delivery of USG funded assistance and (2) enhancing IPs ability to recognize security concerns and implement secure operations so that development objectives can be advanced.

 

The DCOP will be based in Kyiv and will be responsible for overseeing compliant, efficient, and cost-effective project operations to ensure technical success.

Responsibilities

  • Ensure streamlined operations systems and work closely with the finance team to ensure financial management procedures are in line with Creative and donor rules and regulations. 
  • Ensure that the operational policies, including field operations management guide inventory, fleet management, and IT are in place, compliant with project and donor policies, and implemented effectively. 
  • Collaborate extensively with projects and global security to ensure effective risk analysis, mitigation and communication strategies are in place and streamlined.   
  • Oversee the procurement of goods and services for the office per Creative’s policy. 
  • Ensure that the project meets all USAID contractual requirements and ensure compliance with USAID policies and regulations.  
  • Provide financial oversight, including the maintenance and monitoring of the project budget.  
  • Manage financial systems, files, and maintain Creative’s online accounting system. 
  • Liaise between Creative Associates' field and headquarters offices regarding all program financial matters and all internal or external audit requests, as needed.  
  • Participate in ongoing analysis, forecasting, and review of project expenses. 
  • Manages and oversees staff responsible for arranging travel and logistics for staff and oversees organization of workshops. 
  • Oversee the management of project’s assets, safeguarding of inventory and IT equipment, transport and vehicle management and maintenance of office premises.   
  • Prepare monthly field expense reports and report monthly expenses to HQ Offices.  
  • Responsible for program compliance with USG rules and regulations, and Creative policies and procedures. 
  • Provide operational and financial training and guidance to project staff, grantees, local partners, and beneficiaries, as needed. 
  • Respond to requests from USAID and supervisors as needed. 
  • Travel as needed to ensure smooth and harmonized operations and financial processes, providing management support as necessary.  
  • Act as COP as necessary.

Qualifications

  • Advanced degree in social/political sciences, public administration, development studies, economics, law and governance/decentralization related discipline; or Bachelor’s degree with the minimum required years of experience if the field of local governance.
  • Minimum 10 years of progressive experience managing USAID programming, preferably in a conflict environment.
  • Extensive expertise working with counterparts/stakeholders at various levels of government, preferably in Eastern Europe and/or Ukraine.
  • Experience implementing complex USAID-funded programs and/or other donor programs of similar size and complexity.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively and cross-culturally.
  • Experience working in Ukraine and/or the Eastern Europe region.
  • Fluency in English required; professional proficiency in written and/or spoken Ukrainian highly desired.
